43rd Board Meeting of the GCF

The Green Climate Fund is the world’s largest multilateral climate fund. As the climate finance mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), the Fund is governed by the GCF Board, the members of which represent developed and developing countries. 

The GCF Board convenes Board Meetings three times each year, bringing together Board Members, key representatives from member countries, civil society, financial institutions, and the private sector to facilitate multisectoral discussions and consensus-based decision-making on effective, inclusive, and sustainable pathways of responding to the climate crisis.

The 43rd Board Meeting of the GCF (B.43) is being held on October 27 to 30, 2025 in Songdo, Incheon, South Korea, which is also home to the Fund’s headquarters. The webcast of this board meeting may be accessed here.

The GCF observer network of civil society, Indigenous Peoples, and local communities at B.43

The GCF observer network of civil society, Indigenous Peoples, and local communities actively participates in Board Meetings of the GCF, working to strengthen engagement and input in the GCF through sharing of information and collaboration on analyses, positions, and advocacy.

Ahead of B.43, the observer network engaged in discussions with multiple governing bodies of the GCF to address the network’s concerns. Civil society representatives present in Songdo joined meetings with the Fund’s Independent Redress Mechanism (IRM) on October 24; the Department of Investment Services and GCF Board Co-chair Leif Holmberg on October 25; and the GCF Secretariat led by Executive Director Mafalda Duarte, the Sustainability and Inclusion Office led by its head Eleni Kyrou, the Accreditation Panel led by its Chair Ben Boxer, and the Fund’s Independent Technical Advisory Panel (ITAP) on October 26. 

The network then reviewed and discussed all the documents submitted to the GCF Board for B.43, and released interventions specifically for the following documents.

Funding proposals
